Adding supplemental map outlines from GIS to EZMAP

Hello. I'm a new NCAR Graphics user, looking for advice on how to add
additional map outlines to supplement the world map in EZMAPB.

Specifically, I'm trying to add state outlines and hydrologic basin outlines for
various places in South America. I can find these outlines as shapefiles and
other formats in GIS repositories on the web. Using GIS tools I am also able to
translate the outlines to several other formats including text coordinate lists.

There are some examples of how to do this using low-level map drawing routines,
in the ncarg-talk archives, using coordinate lists. But I'm hoping to find a
more managed way to do this.

Does anyone know of software that would allow the user to more easily make use
of shapefiles or other GIS formats in NCAR Graphics, or to otherwise manage some
kind of supplemental outline library?

There was mention of an interactive editor for the EZMAPB outline database. Is
this available yet?
