'ncargf77' is a script -- it sets values for libraries, compilers and
options, and so on. It does depend on having the environment variable
NCARG_ROOT set properly -- to the directory where you installed NCAR
Graphics.

As an example, if your binaries/libraries/etc. are installed in the
directory /usr/local/ncarg/{bin, lib, include, man}, then NCARG_ROOT
should be set to /usr/local/ncarg.

The error message you see above occurs when the value of NCARG_ROOT does
not correspond to its installation directory. Please re-check the values
for your environment variable NCARG_ROOT.
