NCARG local documentation and perl

I have had NCARG htmp documentation (4.0) installed on my SGI Indigo2
(Irix 5.3) for some time, reading it with Netscape. Basically it
works so long as I click on highlighted text, but when I click on
other features such as the roadmap or font table then what appears is
apparently a perl script (since the first line is
"#!/usr/local/bin/perl"). I assume that what should instead happen at
that point is for the perl script to be executed. I do have a perl on
the machine, with a link to it /usr/local/bin/. I feel there is
probably something really simple I could do to get this to work
properly and am hoping that someone can enlighten me.

EXAMPLE
when viewing Font Table at
  file:/var/ncar4doc/ng4.0/ref/FontTable.html
then clicking on the font33 line shows a perl script at location
  file:/var/ncar4doc/ng4.0/ref/FontTable.map?147,204

I believe it is trying to get to the following location, which I can
view directly from Netscape without difficulty
  file:/var/ncar4doc/ng4.0/ref/font33.gif
