rotated mercator projection.

      A user at NCEP has asked if it is possible to plot
a contour map on a rotated mercator background. The domain
he wants to plot is a trapezoidal strip with the axis from Norway
extending southwest to a point about 30 degrees West of Cape Horn
and the strip is about 60 degrees of longitude wide. A rotated
rectangular strip would also be acceptable. The plot window would have
Norway on the right edge and that cape horn poit on the left edge.
North would no longer be up on such a plot.. it would be up and
to the right.

I am sure this is possible by getting into the projection
equations and modifying them but is there an easier way to do it?

A simpler subset is to draw a mercator projection where North is too the left and
East is up (a tall narrow window rather than a long narrow window)
Is this difficult to do? (I solved the latter problem
by creating a JxK raster image and then rotating it 90 degrees
with a post processor but in the general case of non
right angle rotations this produces a really poor quality image)
