>From these errors, it looks to me like you are not linking with
libncarg_gks.a. The hlu library depends upon NCAR's version of gks, there
is no way around that at this point.

Have you considered interfacing python with ncl instead? I have not looked
into it myself yet, but it may be easier to interface python with the
programatic interface of ncl, instead of at the hlu level.
