GRIB data format in NG

Hello,

I want to visualize meteorological data in GRIB format so I tried to
understand how it works in NCAR Graphics. I looked at the example
grib1.ncl and it turned out there was significantly more sofisticated
hadling of GRIBs in NCAR than what we were used to here in Czech
met-service.

We use approach one GRIB bulletin - one file using the decoding
software from ECMWF. So the file always starts with "GRIB" (plus
perhaps a telecomm header) and ends with "7777". The example file
/usr/local/lib/ncarg/data/grb/ced1.lf00.t00z.eta.grb seems to contain
many concatenated GRIB bulletins and there is some data in the
beginning, perhaps a navigation information for the rest of file.

I wonder if there is some description of the file format available or
perhaps even some software.
