Dear Davide,
You didn't say what version of NCAR Graphics you are running (you can
type "ncargversion" for this information), or whether you compiled it
from source or installed it from pre-compiled binaries. If you
downloaded version 4.3.0 from the web in pre-compiled binary form,
then this version is only for Alpha UNIX V5.0. I'm pretty sure this is
not compatible with Alpha UNIX V4.0. You will either need to upgrade
your system to V5.0, or else download the NCAR Graphics source code
and build it yourself. The build should go fairly smoothly since it
already has a configuration file for Alpha.
