Jack,
If your version of NCAR Graphics does not have the "mpex11" example,
then you must have an older version of NCAR Graphics. You need
version 4.2.0 or newer in order to have access to the Canadian
provinces, example "mpex11", and the "ezmapdemo" program.
You can type "ncargversion" at the UNIX prompt to see what version of
NCAR Graphics you are running.
