I belive this is an installation problem. You can not use the same map database
files distributed with 4.1 in 4.2.1. Hopefully Mary Haley can help you
out as I don't know the specifics of this. Also are you sure you got a
new version of NCL with 4.2.1? If an old NCL tries to open the new map
database files you'll have problems too.
