Another option is to use almost any draw/paint program under NeXTSTEP,
which uses Display Postscript to render the screen image (true WYSIWYG),
to manipulate the *.ps file. The Tailor/Create apps are fabulous for
"mousing" through postscript graphics files.

For simple changes, you can directly edit the postscript code - it's a
fairly easy graphics language (see Adobe's books and archive site
for help). Unfortunately, the NCAR postscript driver does not generate
very elegant postscript code, so trying to find and fill a lake with
blue color (for example), is a challenge. The text elements are
easy to find and modify. Once you get a handle on the rotation and
scaling, cutting-and-pasting blocks of postscript code (which can do
fairly elegant things) into NCAR *.ps files can be rewarding.
